This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with Chicago Regional Council of Carpenters Inspectors Local 13 (BU 44) . Only employees in City job titles in this bargaining unit are eligible to bid.

The Chief Building Construction Inspector of the Special Inspection Program is responsible for overseeing and managing the inspection activities of Building Construction Inspectors assigned to the bureau. This role ensures the effective enforcement of applicable provisions of the Municipal Building Code as they relate to Public Places of Amusement and Public Places of Assembly. The role requires advanced technical judgment, supervisory oversight, and operational leadership. Performs related duties as required.
ESSENTIAL DUTIES
  • Supervises Building Construction Inspectors responsible for conducting inspections of Public Places of Amusement and Public Places of Assembly requiring the issuance of Occupancy Placards (Maximum Capacity Signs).
  • Ensures the timely completion of required annual inspections for all applicable occupancies to verify compliance with the Municipal Building Code and applicable safety standards.
  • Provides technical guidance and direction to inspection staff, ensuring consistency in code interpretation, enforcement practices, and inspection procedures.
  • Reviews inspection reports, findings, and documentation for accuracy, completeness, and compliance with departmental standards.
  • Coordinates with other bureaus, departments, and external agencies, as necessary, to support inspection activities and ensure public safety.
  • Monitors distribution of workload, staff performance, and operational efficiency within the bureau.
  • Addresses complex inspection issues requiring advanced technical judgment and decision-making.
  • Ensures adherence to departmental policies, procedures, and enforcement protocols.
Additional duties may be required for this position.

Qualifications
Successful completion of a US Department of Labor registered building trade apprenticeship training program and journeyman status, plus four (4) years of journey-level experience in skilled building construction or building inspections experience, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
Should the above criteria not be fulfilled, the following options are available:
  • Eight (8) years of journey-level experience in skilled building construction or building inspection work experience, of which two (2) years are in a supervisory role related to the responsibilities of the position
  • Successful completion of an industry or company-sponsored apprenticeship training program in building trade and have journeyman status, plus six (6) years of journey-level experience in skilled building construction or building inspections work, of which two (2) years are in a supervisory role related to the responsibilities of the position.
  • Graduation from an accredited college with an Associate’s degree in Construction Management or Building Inspections, plus six (6) years of experience in skilled building construction or building inspections, of which two (2) years are in a supervisory role related to the responsibilities of the position
  • Graduation from an accredited college or university with a Bachelor’s in Architecture, Construction Management, or Construction-related Engineering, plus four (4) years of work experience in skilled building construction or building inspections, of which two (2) years are in a supervisory role related to the responsibilities of the position
  • Graduation from an accredited college or university with a Master’s degree or higher in Architecture, Construction Management, or Construction-related Engineering, plus three (3) years of work experience in skilled building construction or building inspections, of which two (2) years are in a supervisory role related to the responsibilities of the position

Licensure, Certification, or Other Qualifications
  • A valid State of Illinois driver’s license is required
  • Must have permanent use of an automobile that is properly insured, including clause specifically insuring the City of Chicago from accident liability.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. Interviewed bid applicants possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview will be selected in seniority order according to the collective bargaining agreement.
