The Role Reporting to the EVP & CFO, the Director of Contracts and Government Compliance is responsible for: Companywide Contracts, Estimating & Pricing, Government Accounting, Government Property, Records Management, Supply Chain, and Travel Accounting and Management policy and procedures. Overseeing Independent Cost Evaluations (ICE), Non-Advocate Reviews (NAR) and act as the Corporate Office Focal Point supporting approvals to submit and negotiate high value/risky business offerings to customers. Providing Truthful Cost or Pricing Data (TC/PD) disclosures and regulatory guidance and status intelligence reports. Corporate Office Expense (COE) budgeting, monthly and quarterly cost performance reports, and Government Accounting deliverables (Disclosure Statements, Forward Pricing Rates, Incurred Cost Submittals, DCAA SOCAR responses and CAS concerns, GDM and detailed cost impacts, and negotiation/maintenance of Government Advance Agreements). Representing interests with the FAR/DFARS Council, senior DCMA/DCAA/DPC leadership, OFPP, and NASA regarding Executive Orders, ANPRs, RFIs, class deviations, Proposed Rules, Interim Rules, and Final Rules; and with NAVSEA policy executives regarding Federal law and CAS/FAR/DFARS regulatory implementation. Maintaining relationships with DCAA and the CACO in support of DCAA audits, Contractor Insurance and Pension Reviews, DoD Should Cost Reviews, DFARS Business System Reviews, determinations of Government Accounting Concerns and changes, negotiation of Corporate Office final rates, and other DoD concerns. Fulfill the Corporate Office Core Element Manager role for Time Charging, TC/PD, Organizational Conflict of Interest, Procurement Integrity, Accounting System, EVMS, Estimating System, Government Property, MMAS, and the Procurement System Core Elements. Ensuring mitigating actions are effectively completed. Foster collaboration across the divisions with regards to sharing corrective action requests and findings, addressing risks, employee competency, and other requirements under the Federal Sentencing Guidelines. Overseeing/supporting HII and its divisions with foreign Government compliance requirements as AUKUS and other international opportunities are pursued. Other duties as assigned. Must Have Bachelors degree in a relevant discipline plus a minimum of 10 years of applicable, progressive professional and/or supervisory work experience OR a Master's degree in a relevant discipline and 8 years of relevant work experience.
