Job Description and Duties

Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working on data and evaluation efforts of Maternal, Child, and Adolescent Health (MCAH) programs such as Black Infant Health and the Perinatal Equity Initiative, which promote the health and wellness of participating mothers and birthing people, families, and children.

The incumbent works under the general supervision of the Research Scientist Supervisor I (RSS I) for the Perinatal Program Evaluation and Data Unit. The Research Scientist (RS) will plan, organize, and carry out tasks of moderate scientific scope and complexity, using tools and methods related to data collection, data management, and data analysis, for the monitoring and evaluation of federally and state funded MCAH programs. The RS will produce valid data for MCAH programs. The RS also provides support in configuration, maintenance and operations of cloud-based data systems and utilizes the data sets to comply with mandated program, state, and/or federal reporting. Up to 5% travel required for local agency site visits. Visits might be statewide and may include overnight stay(s).

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Seeking candidates with strong scientific background in the social/behavioral sciences, epidemiology or biostatistics, program monitoring and evaluation, and proficient with software for data management and statistical programming. Also, candidates who have professional and lived experience with health equity particularly as it relates to improving the lives of Black women, families, infants, and children.

Supplemental Questionnaire

Supplemental Questionnaire: In no more than 2 double-spaced pages, size 12 font, provide an answer to the two questions below. Label each question with your name and the question number. Candidates who do not respond to Supplemental Questionnaire will not be scored.

Question 1. Describe your experience working with data systems or with programs that integrate multiple data collection tools. Describe the size and scope of the dataset and the tasks you completed, for example, data management, data quality, preparation of data for analysis (i.e., cleaning, merging), or data analysis. Include in your response the statistical software you used and examples of challenges you encountered in the data and your solution(s) to resolve them.

Question 2: Provide an example from your work, including specific dates or timeframes, that demonstrates how you contributed to advance health equity in one of your previous roles.
